Venue for newcomers is not a problem

Re: “New-candidates-only town halls spur tension,” Nov. 4.
I am pleased to have an opportunity to hear more from new candidates. Incumbents have had years for both name recognition and to talk about issues.
A recent Globe and Mail article talked about how incumbency on city councils is killing democracy. That is, people are less engaged and voter turnout is lower, as the difficulty for a newcomer to be elected is immense. The article concludes with the possibility that term limits might help with the overall problem.
I fail to see how a venue for newcomers, which might help level the playing field, is a problem.
