Neapolitan approach for amalgamation

When my children were young, we could never agree on what flavour of ice-cream to buy. Inevitably, I bought Neapolitan — vanilla, chocolate, and strawberry, enough choice to suit all of my children.
Likewise with amalgamation. If we only have one choice, it will never happen.
Maybe the new Neopolitan is Victoria, Oak Bay, Esquimalt and View Royal; Saanich, Central Saanich and the Highlands; and Langford, Colwood and Metchosin.
Who knows? It worked with my children, maybe it would work here.
