Amalgamation issue raises some questions

On the surface, amalgamating 13 municipalities sounds great. But I have a few questions no one seems to have answered yet.
If we amalgamate, some municipality is going to be at the forefront. My guess is the City of Victoria. Of course amalgamation would be good for Victoria, especially since that Blue Bridge is costing more and more.
But are the other municipalities going to benefit? Central Saanich’s bus system was better in 1997 than it is now, despite numerous letters of complaint and exponential growth.
I chose to live here because the taxes are lower than Victoria. If I have to pay Victoria-sized taxes, I want immediate Victoria-sized benefits.
