Only rail transit will ease traffic congestion

Re: “Time for a pop quiz on Dysfunction-By-The-Sea,” May 29.
An interchange at McKenzie Avenue and the Trans-Canada Highway will only move the congestion point, not improve travel time.
The western-approaches project 20 years ago had almost no effect on the Colwood Crawl when it was completed. The phenomenon in cities worldwide is this: increase road space and more cars come out to fill it up. Travel times do not improve. Keep your eye on how effectively the billions spent on roads in the Fraser Valley improve travel times.
Rail transit is the only demonstrated effective solution. Los Angeles, the city of freeways, now has five rail-transit projects in process. Other cities that build one rail transit line continue to add to their networks. Calgary is one example.
Also, the intersection is on a provincial highway so amalgamation can do nothing about it. We in Victoria vote the “wrong” way.
